Is the fundamental issue one of a capacity of the SFO to function as a functional, cohesive and trusted/well-established team and how can such occur within the context of substantial upheaval within the SFO hierachy:

Would a better solution be to retain the powers of the SFO and maintain the SFO as a separate organisation whilst placing the Director of the SFO in an advisory role (as distinct from a subordinate role) to the Commissioner of Police thus in the shorter term facilitating co-operation and better understanding.
(iii) Invitation to the Navies of Australia, Britain, China, France and the United States of America to enter New Zealand Ports:
(iv) The Waitangi Tribunal is an imperfect endeavour to address injustices of an earlier time with respect to Maori outside the jurisdiction of a court of law, but an endeavour all the same. The decisions of the Tribunal while not legally binding do have the advantage of elucidating the facts which underly the claims but the Tribunal in most instances is unable to return that which is improperly taken, such constraints in themselves precluding a just settlement of the claims. In the interests of justice and despite the fact that the Tribunal decisions do not reflect the normally accepted or acceptable principles of justice and associated restitution there is to be no legally binding end date for the submission of claims to the Waitangi Tribunal.
